OBD2 Scanner for...

I'll note that nobody has answered the original question.

I use the ODBLink MX+ scan tool, which works with a separate app called OBDLink on my phone. I also have a subscription to Gretio, which is a third-party app specifically for GM vehicles that works with the MX+. I have no idea if either OBLink or Gretio provide the ability to reset fuel alcohol percentage. I do know that if you clear all the problem codes with OBDLink, it pretty much resets everything in the ECM, which I assume would also reset the fuel content. YMMV.
Fuel alcohol content, fuel trims, and transmission shift adapts stay during a code clear. All 3 of those require their own reset done individually under a special functions menu.

If you insist on clearing the alcohol learn, you'll also need to clear the fuel trim learn as well, otherwise it can run worse until the fuel trims relearn.

There's a good reason for that. I'm familiar with most scanner brands, and all of the professional level tools can do the resets needed to do this correctly. Very few folks would purchase one for this single purpose though. I can't name a single cheap scanner that I can say does it though. Topdon makes a bluetooth adapter that connects to your phone. It's $100.00/year and it has REALLY good coverage for $100.00, but I can't say for certain that it does the FAC and Fuel Trim resets on GM. No manufacturer lists coverage down to such tiny details, so the only way to know for sure would be to get one and see. Not many folks would do that either.
Harbor Freight makes a scanner in the $400 range. I'd bet even money that that tool also does this reset, but I don't know for certain that it does it either.
Maybe the easiest thing to do would be to shop for a Snap-on, Autel or Launch brand scanner and tell the user you'll gladly purchase it if it is capable of doing the reset. If not, you'll have to pass.

Also, short trips don't cause fuel alcohol numbers to drift high on these vehicles. It's short fillups.

I'd hit pawn shops for a Snap-On tool, they are the most intuitive and easy to use for a beginner. One that is behind in updates would still suit your needs, yet be pretty cheap. I saw a Modis Edge (also includes built in 2 channel scope and multi-meter) for $650 at our local pawn shop last month. Modis Edge came out in 2017, so 2017 is the minimum it would have done. I deal with this shop a lot, so that $650 item would probably have sold for $500 with a little haggling.

Snap-On Solus can be had straight off the truck for $1800 brand new, so a used one that is behind in updates isn't worth much.

FYI, if looking at a Snap-On scanner, number in the lower corner of the main screen is the year and quarter of last up date. Snap-On only does 2nd and 4th quarter hard updates. Tools that had a subscription may have a version identifier letter following the number, indicating running refinements to the hard update. So, currently, my Triton shows 25.4B, which means 2025, 4th quarter, version B.
