Took off the camshaft cover today to check the govenor spring. Found the oil slinger was looking strange. Not sure what someone has done , but I'm sure this is not what it should look like. Is this something that is needed ? Where would I get one ? Does anyone have one out there , for a TO-30 .

looks to be wallowed out. Go to ebay type in ( oil slinger 15286A )fellow there has one for a 134 engine but its has the same part # as the 120 & 129 engines. Kinda expensive though (my opinion)but everything for these old engines are. Good Luck

or you could give my favorite used tractor parts source SA Fitts Tractor @ 434-685-7850 they may be able to fix you up (expensive though)

I remember reading on here that Fitts was being shut down and broken up? Do you have newer info on them? Heard they had a lot of IH/Farmall too.

I know they were still in Business as late as a few weeks ago as I needed a connecting rod for my TO20 and it was on my doorstep in 3 days, have never been to their location can"t say what they have or don"t have but I have never been disappointed in their service, was told by the machine shop that does my machine work that they had a large inventory of used parts for most all makes and model tractors. So all I can say is give em a call and see.

Maybe some one can verify this... but if memory serves me correct... that looks a lot like the back half of a worn out governor assembly.
