oliver 1655d problems

My 1655 Oliver is running really strange. I just set the timing to 4btdc and I set my valve lash to .30. It runs okay when its idling but when I give it fuel it pops and cracks and shoots fire out the exhaust stack, and the really strange thing its doing is when I I drive it I give it full throttle and it feels like its running at half throttle and then it will go to full throttle and then goes half to full. Could it be it is not getting fuel on our 2-70 we had a problem with the fuel not getting to the bowl,take off take off the bowl and see what kind of a flow you have
 
Here is a copy of the Specification page from the Operators Manual #432 277 Issused 4-1971.  Central Illinois numbers are not correct even for the early engine.  Clearance was changed at the 1650 w/Di engine.

John is correct, 0.030" for both Intake & Exhaust.

I had a 1750 with the same condition, the internal flex plate in the pump that supports the governor was broken. Time to rebuild my pump.
 
Sounds like flex ring is breaking up in pump, will have erratic gov, late advance timing due to higher than normal housing pressure caused by restricted return fitting in top cover. Can confirm by loostening 2 timing cover screws to release housing pressure, let fuel leak into can, if it runs up to speed you found your trouble. May also see what looks like coffee grounds inside cover opening.
