oliver 1750 3pt hitch

my 3 point hitch will only go up after giving the tractor trottle and cant seem to get it down other than waiting days...heard of a bad elbow but would like details if thats the problem...still havent tried if the 3pt hitch will hold a load up or not ...thanks

How does the remote cylinder and the power steering work? If the elbow was bad the hitch was come right down.

power steering is a little stiff not real bad and not sure about my remotes havnt used them yet......is this a pressure relief problem?
