It sounds like they need to be adjusted, question is, how much adjustment is left, not familiar with the track adjuster on those. As the undercarriage components wear, you adjust the tension on the tracks accordingly, like on the old caterpillars, the book calls for taking a prybar and prying up on the track chain (link-pin-bushing assembly) over a carrier roller, (usually 2 on top on larger tractors) and check the gap, thought I remembered it being about 1 top 1-1/2", just trying explain it in simple laymans terms here.
The most accurate wasy to determine the actual wear on an undercarriage is to measure as prescribed by the manufacturer, and compare those measurements to what new specifications call for.
It's possible that the tracks may have been slackened up for running in snow, snow packs into the sprocket and makes the track tight, sometimes too tight. If it has grease type, not mechanical type, adjusters, could have a failed grease seal, and lost the tension that way.
You mention what I believe is the sprocket being in good condition, even when worn from the pin/bushing not riding in the root of the sprocket teeth, due to worn components, loose track etc., once the wear has been mitigated, pin/bushings removed and turned to a new wear surface, replaced, link/rail height built up, or just replace the entire chain, it will seat the pin bushing back where it's supposed to be, even if the sprocket teeth are worn to a sharp edge, but if let gone too far, too long, after some wear, the pin/bushing can start to move out of the root of the sprocket teeth, and start slipping the track, in that case, sprocket replacement would probably be in order. The key to getting max life out of a set of tracks is to monitor wear and make the appropriate adjustments in time, and or build up, replace components that when worn will cause accelerated wear on other components and keeping the track tension adjusted properly, also depends on soil types and the operators habits.
The track pads are bolted tightly to the track chain, also called grouser pads, most wear on those are associated with the cleat, or grouser bar height, on a dozer usually single and taller, crawler loader, can be double bar, lower in height, many different pads for different applications, they can also be built up again, or replaced. In abrasive soils or rock, extreme service pads are best, you can notice the leading edge of the pads and the thickness of the pads wear besides the grouser bar(s)
