OT: Culvert wash out fix?

My culvert is washing out at the exit. The problem is when the water exits it swirls back and to the sides washing out the soil by the tile. I think a flared exit section is the answer but is there an easier solution?
 
A cement dam of sorts at the end will work better and last longer. Now if that is not an option then a good number of large rocks piled up there will do the same thing. If you look at how a lot of county road crews do it is they use rocks piled up on the low end of the culvert to stop problems

Sounds like that end of the pipe, where the water runs out, is ponding up, creating a current that erodes the area where a rip rap or concrete apron should be to prevent erosion. Seems like the water being detained, current/flow is substantial, most soils will erode under those conditions. You should look at a standard detail for an apron, like what is locally done by the state or county, should give you some ideas, as well as doing some research on the net. If you can't change the speed or volume of the flow, especially providing some relief to get that water flowing away from the end of the pipe, you will need some kind of substantial apron there. An engineer specializing in civil applications, hydraulics and drainage would be another source for a typical detail for an apron. Water is something, that swirling back current sure can do some damage. Always seems to be a pool or pond at the outlet end of a pipe, and if the stream or ditch is restricted further down, seems like this is prone to happen, have one like this here, but it's got enough relief to flow away, still made a small pool at the end of the pipe though, has a lot to do with the speed of the water flow, that's why detention and or retention ponds are installed on large drainage systems, to slow and control the flow.
