There is a man up the street with 4 horses (3 Clydesdales, and 1 "regular size") that are constantly getting out and roaming around. They usually end up on my property, which I don't really care about, as they eat grass which I would otherwise have to mow... They are a serious hazard to traffic though.
The owner seems to be a knucklehead, since he has done nothing to repair his sorry fence, which is the cause of the problem.
There have been many reports made to the Sheriff's Office, and they have written citations to the owner for "Animal Neglect".
According to them, this is the limit of what they can do.
I have talked to him, as have all of the neighbors, and there has been no change. I even called a horse rescue group, but they can't take them.
Has anyone had a similar problem?
Any reccomendations?

BTW- The horses are on my property right now. I locked the gate, called the Sheriff. Told them that the owner will have to be accompanied by a deputy before I will let him on my property.
