Perplexing issue with my ZTR

05 Cub Cadet Commercial ZTR, 23hp Kohler Command, 2 5 gallon tanks.

Will not pump from left tank unless right has some gas in it, and will not pull from left as it should and will shut engine down if trying to run on just the left tank. What Ive done so far - Replaced fuel lines, valves and line in the tanks, new fuel pump, new vacuum line, and new filter along with new gas caps. Rerouted the left side to make the line shorter, but its not binding or getting hot or anything like that.

Is the vent in the cap plugged?

Could there be an airlock in the new line?
 
No where near apples to apples, but my JD 1145 with dual tanks would run out of fuel (diesel) on both tanks after about 20 minutes. This is what I found on the end of the suction lines in both and my fix. Fix has been working for 3 years.

I am not familiar with Cub Cadets and am not sure what valves you replaced. If this is a line clogging issue, it will typically be at a fitting somewhere in the line. Any 90 degree elbow is a really good place to check into.

Valve on each tank.
 
My Cub Cadet with a Kawasaki engine had a defective reed valve in the engine which was not producing enough vacuum to operate the fuel pump. I posted about it in the garden tractor forum.
Not sure if that applies here, but thought I'd throw it out there.
Ive actually been leaning that way.
