Replying again to my thread, and Double07; I attempted to follow Double07's instructions, but the purchase failed. After thinking I had done what was needed, in a few minutes I received the failure email. Is there a complaint department in eBay? a few years ago, I bought items many times through eBay, but not now. My daughter thought she could make it work last month, but her purchase also failed. Life is too short to keep doing this! Suggestions please...

Dennis - If your credit cards work elsewhere in person, I would instead call your credit card company to see if your cards are blocked by them for eBay or PayPal transactions. Maybe there was some problem in the past you were not notified about and the CC company turned on a block for those as fraud prevention measure.
 
Hi, Dennis. One question: are you signing into eBay, or trying to purchase as a guest? If you are signing in with a User ID and password, then you should be able to go through their menus to get your help. At the very top of the page, find 'Help and Contact',
Then in the next window, down below 'Browse Help Articles' push the 'Contact Us' rectangle.
Go to the 'BUYING' box,
In next screen push 'How Buying Works on eBay,
Then on the left of the next screen, choose electronic 'Chat' or 'Have Us Call You'. Make sure the phone number is the right one, or change it, and then press the button to have them call you.
Then explain the problem to them. Email me if you still have problems, and I'll intervene on your behalf.steve
