PTO Band Adjustment

I was trying to set the bands on my 300 utility. Does it matter what screw you tighten down first? Because when I tighten down either one first, it seems to move the bottom end of the linkage up or down. The reason I was trying to set it in the first place is the pto would creep on when in the off position. The screw furthest forward I feel like I could almost bury the screw before it felt resistance. Thanks.
