Pto hand clutch

Hi

I have an ih 624. It has independent pto. The clutch is a hand lever on the left side of the the steering wheel. The lever travels very easily to start with but the last inch or so it is very ferm to push. This is where the pto disengage.
Is that normal. Isnt it supposed to be easier and also disemgage and engage over the hole travel of the lever rather than the last inch?

As it is now it makes it very difficult to slowly engage the pto with some heavy impliment on it. Like a flail mower.

It has been sitting for a long time and I guess not used for years. Can it be frozen or rusted down in the clutch?
Any trick to free it up if this is the case?
