Unfortunately I'm NOT able to verify the proper measurements, procedure or tooling required for the setting up of the TO-35 DUAL CLUTCH adjustment.

It's my understanding, the picture is the tool used on a TO-35 Clutch......?

If a long time YT member Dieseltech reads this posting he has 40 + years MF experience as a qualified MF Technician..

There were two dual clutch assemblies used, one had two Belville springs, and latest used one Bellville PTO spring, and coil springs for the main disc pressure plate. The
PTO bolt gap adjusts the same on both, but the release levers use different tools for each. The levers MUST be equally set for clutch to release right.
