Registering your name?

Where do you go on this site to register your name. I can't seem to find a link to it anywhere.

When you type a post, then hit "preview", a box should pop up, and ask you to register a password, if your "handle" has not been previously registered.

I thought my name was registered but when I answered a question on here yesterday that silly popup said my name was not registered. This just started after this site was offline (I think sometime yesterday?). Anybody else notice this? Armand
