rotating exhaust valve

Can anyone give me a simple explanation of why a rotating exhaust valve rotates? Thank you.

The ones I've worked with have a cap on the valve stem the cap is machined with a small angle so when the rocker arm pushes the valve it gives it a slight spin/turn.

I think there is no rotating valves on a ford tractor l head. There is just "free valves"

The cup is against the keepers and is trapped in place by the lifters. The exhaust valve expands when hot aprox 002 thou, so you need at least that much clearance from the bottom of the stem to inside cup.

A way to check this is to use an arbor press, assembling the spring washer, keepers and cup and a small piece of shim stock 005 thou, put inside the cup against the stem and with arbor pressure it should lock up, then without the shim it should move freely

Late model Ford F (flat) lead tractor engines do have rotating exhaust valves.
