sluggish throttle

My A-248 perkins sets a lot. Work it on spells and usually at 1/2 throttle or less. Last week it began to start hard. I would have to crank it several times to start. Changed the fuel filter which was crappy. Bled filter. Started and died. Had to bleed everything,including injectors. Runs full rpm but you can open throttle and it may take 5-10 seconds to react. Could this be an original problem or have I still got air in something. Acts like a governor problem. What kind of pumps do these have?
