sos transmission

Hi, I have a '59 871 with a sos transmission. Do I have to depress the inching pedal to shift the tractor into gear?
 
The reason I ask, bought one that had been sitting for a few years, run ok but the shifter feels as if it is locked. Also the pto does not disengage. I have the book but thought I would ask here before really digging into it. Thank you for the replies
 

You need to press the pedal only if you want to move just inches. The selector on mine takes a fair amount of effort to shift.

If you load the PTO it will stop . . . won't it? This is normal for a hydraulic wet disc clutch with no brake.

Your shifter or control valve, on the other hand, has problems. It should not be that tough to move the shifter.
