Are you asking about the drive on an old Prestolite starter that locks in the flywheel and will not retract until the engine starts. ?

It is made that way to prevent nusance drive kickouts if the engine makes a half hearted attempt to start. The drive will not retract until the engine starts and spins the drive quite fast. They were real common on Chrysler flat head 6 engines.
