Starting a Super C

I have a Super C that when I start it turns over quickly until you pull the choke out then it pulls down. When I push the choke back in it returns back to normal. It is a original 6 volt starting system. What causes it to do that?
 
Like Wesley said, a closed choke plate makes for more vacuum, so the starter has to work harder to turn the engine over.

SuperCs generally don't take much choke to start.

Mine starts quite easily if I close the choke before I even crank. In warm weather, I'll open the choke as soon as it fires, usually only a couple of turns. In bitter cold, she'll fire quickly and it might take as much as fifteen or twenty seconds to ease/feather the choke open to keep her runnin' right.
 
Sounds like its time to get the starter cleaned with new brushes and perhaps bushings. Pulling the choke should not slow the starter down. Mite be a good time for new cables. When you have cranked a bit check the cable ends when a cable end gets warm something is wrong ie clean or the cable has a bad end as that happens sometimes when they get some age.
