IIRC '70 model 4020 required operating fuel solenoid on inj pump to be receiving 12 volts when ign switch is turned to on. Which style inj pump JBD or CBC?

yes sir we tried everything so is there anything else I can try before I remove the pump and send it to the shop? When you were trying to get fuel to the injectors did you crack the high pressure lines at the injector ends, have the throttle open at least half way, and fuel shut off set to run while cranking the engine over with the starter? Just confirming your process.

More than likely stuckit's been sitting in the barn about 10 years and maybe something stuck or gummed up?
so time to go to the shop I'm assuming.More than likely stuck
DM Dieseltech and see if he has any other though but it sounds like a shop is the best place for it now.so time to go to the shop I'm assuming.
Can you hear or feel the solenoid working when the key is turned? Not that difficult to pull the cover and verify that the metering valve is free.12 volts and JDB pump

I had to remove the starter and take it back to the shop but when I get it back on I will sure check that, thanks again.Have you confirmed the voltage at the fuel solenoid stud while actually cranking the engine?
yes sir before I finished checking everything my starter quit working so I hope to get it back on before the snow this weekend, thanks Jim.When you were trying to get fuel to the injectors did you crack the high pressure lines at the injector ends, have the throttle open at least half way, and fuel shut off set to run while cranking the engine over with the starter? when I get the starter back on I will check into this, I've never even tried to work on any pump so I guess I could check that before I remove the pump, but Dieseltech works on all of my pumps and does excellent work! Can you hear or feel the solenoid working when the key is turned?
