I have an IH 1066 starts fine in summer. Batteries all test good have cleaned and serviced cleaned the grounds tested the alternator it is putting out 14 amps. When it is cold won’t crank over very little like the batteries are dead. Also it has a block heater and I do plug it in for about a hour and it still won’t start. I put the jump box in the 12v series for it has two 6volts in it put it on 12volt 50a for about 10 min and it fires right up every time. Has me stumped need help.

An alternator that puts out only 14 amps is faulty. If you meant to say 14 volts, that is a little different, but the voltage needs to be tested at the batteries, not at the alternator. If it were mine, I would have both the batteries AND the alternator tested again, and make sure they do a load test on the batteries.
 
If the oil is not too thick, and batteries are up, sounds like the starter is the problem. Could just need armature cleaned and new brushes, or could need new "innards".
A bad starter can draw all the batteries can put out but not turn over very fast.
 
Make sure your block heater is working. It will make a sizzling sound if it is. If the temperture is below freezing, use the block heater for two hours minimum. Remember you battery puts out less power when it"s really cold so the use of starting aids are required for easy starts on a diesel. check the voltage on the battery before you start. It should be near 13V with no load on it.
 
Could be a bad cell in one battery. do a load test on each battery after it sets a day or so. Feel all the connections-after you try to crank it--hot ones are no good.--Or-- Change to one 12 volt battery rated 1000 amps.and you will have less trouble with unbalanced batteries. Be sure to feel the solenoid --if it is hot it has bad contacts.
