something in the stteering box has broken..I pulled the steering sectors off o both sides.found bearings at the bottom. I dont understand how to get the steering wheel out of box.

You really should get the FO-4 Manual. Seems it has a pretty good description in there for teardown. Mines not handy or I'd offer more input.
 
It's really pretty simple to take apart and all, but, the devil is in the details of rebuilding it.

Take the unit off the tractor and remove the nut on the top holding the steering wheel on. Should be able to get the wheel off by simply pulling or rapping gently on it with a mallet...some say if you do, you ruin the upper bearings. My uppers had been replaced with plastic.

So, Take the 4 bolts off that holds the steering shaft. Take the 4 bolts off each side (sector) and remove those. The gears are distinctly different-left has way less teeth on it than right (sitting on tractor). I had to pry off the top bushing that holds the steering shaft. Then I could remove the shaft from the bottom. Took a 2' piece of rebar to tap out the plastic bushing. Replaced it with new (used a large socket to drive it back in).

Clean out all grease and check if any bearings have gotten into it. Check the bottom race that the bottom bearing runs in. Same for upper bearing, check races...should be smooth and clean, same for bearing surface on the bottom of the steering shaft and on the upper portion of the shaft for the upper bearing. I did not replace my sector bushings, they seemed fine.

Shims-I had a bunch of shims in mine, and after putting the new bearings in top and bottom, and putting it together, mine wouldn't turn...again, removed all shims and retried. Now steering shaft can be pulled up and down-not good. Adding shims or removing controls that. Should not be able to pull shaft up and down, but if too tight, it will bind.

Note-grease lower bearing and upper, but don't fill with grease/oil until you are fully done. My experience was that I had to open it up 5 times to get it right.

Finally, the wheel doesn't rise or fall when I turn it, no binding, and no play.

Final note-the sectors can be rotated toward the front of the tractor to tighten. Start with the sector notch in bottom, then, if too loose, loosen 4 bolts and rotate until it's snug. Note-top of steering shaft must be snugged down though, or your sector adjustment won't be right as the shaft will rise and fall if you don't tighten that first.

If the left sector adjust isn't enough, then do the same on the right...F04 Manuals says do left first, then right...But what it doesn't say is that it's not cut and dried. Took me a few hours on the bench playing and rotating and adjusting. Frustrating...And I still have some play in the left now...no idea why...
 
You have probably had the top bearing come apart on you.
