Stuck Farmall M

I have a stuck engine on a Farmall M. I removed the head and 3 out of 4 sleeves look good one is kind of crusty.
What kind of honing tool would you recommend I would like to clean up the crusty one to see if I could get by with just
a set of new rings since this tractor is never going to work again in its life.

Once you get the piston out you just need a dingleberry hone. I helped dad unstick engines like that before without taking head off and would use diesel fuel and ATF, would never have a problem with them burning oil, and they would get worked

Unless it's been sitting with water in the cylinder and is really growing flaky rust, might try soaking it with rust penetrant, then give it a few gentle wacks with a wood block, scrape it, sand it, wire brush it. Bolt the head back down to keep the liners from coming out, see if it will break loose. If you can get it turning through, get it running, it should clean up without having to pull the piston or hone it.
