Super 55 governor?

Out of no where my S55 HC gas stoppes idling down. basically, move the throttle hand all the way to low and its at about 1500 rpm, 450 pto. Used to idle at 600-800 nice. There is firm resistance at the bottom end now, not sure what to do.

I suspect govoner, because linkage didnt change. Any help?
 
How old of a Super 55 (serial number)? Unhook the arm from the throttle linkage at the governor and have a friend sit on the seat and start it. Move the governor arm by hand and see if it will idle down. If it does look for binding in the linkage or other problems. If not remove the governor assembly and check the thrust bearing, thrust washer and pivot area of the weight assemblies. Remember the first Super 55 tractors were built 57 years ago and things do wear. Plus Oliver made some changes in the governor linkages. J.
