to20 really loud

I just bought a new to me to20 and it is really loud. the engine was rebuilt about 3 years ago and when he did that he put a new manifold on it and then last year he put a brand new exhaust pipe on it. at least he said he put a brand new exhaust pipe on it. it looks fine to me but it's insanely loud. like to the point where I almost have to wear ear protection when driving it. I had a to 35 that was pretty loud too not quite this loud. are fergusons just that loud or is there something wrong?
 
Looks like a glass pac muffler to me.
2X on it looks like a glass pac muffler. Those get nearly straight pipe loud after the fiberglass packing burns out. Utility tractors often have a 30 degree turn down and then 4 to 6 inches of exhaust pipe after that to direct noise away from the operator.

Oval car mufflers are usually very quiet, but might throw more heat towards the foot rest. Maybe find a small car muffler with the same inlet diameter? An extra metal heat shield or some fiberglass insulation between the muffler and the foot rest can reduce most of that heat.

The thing is when I go up and put my head close to the manifold area it's not that loud. It don't sound like it's got a leak. It's only loud when I'm sitting on the tractor right above the muffler or when i am standing behind the tractor where the exhaust is blowing.
I don't run a muffler on mine. It is a little loud, but doesn't bother me at all.

Or find a tractor muffler with many cuts in the center pipe bent out into the flow to create more noise reduction. The old tractors have low RPM engines so the added restriction will be of little effect. They are strait thru but restrict the overall center of flow substantially.
