Long Tractor 2460-How do you find TDC on the flywheel?

I have opened the "port" under the oil filter and turn the flywheel but nothing revolves to the pointer. I sprayed WD 40 thinking it would help show the markings, but I am not sure.

Yes-Fiat designed, not made-I don't think. Engine block has stamped UTB-Universal Tractor B? (something).

Do you have a Bosch or CAV injection pump? I will need a phone number as I will not have e-mail most of the next 3 weeks. J.

Made in Romania-MEFIN is the new injector pump that I am replacing. I am certain the pump on the tractor is the same. Do you need code numbers on the label?
