What is it? CTA-509-S J I Case part number

A friend of mine found a few of these, he sandblasted and put a primer to them. Anyone have a idea what it was used on? What interests me a lot is no eagle just the CASE in the older font

I think it goes around a cultivator shank and slides on the beam on the cultivator. A couple clamps hold it there. When it gets light here I can get a picture.

Holds Plow Coulter to the plow frame.

The ones on the cultivator here have a VT before the number and appear newer.
