Multi tool. For repairing sickles, guards, hooking unhooking chains. A multi-use tool for mowers and other farm implements. Cool find!
 
Looks like an all-in-one sickle mower repair tool. Flat chain breaker on the right, the two tabs sticking out toward the camera look to be something handy for straightening a curved or bent knife, the area in the middle might be for removing knife section rivets, the small round anvil on the left would be good for the ledger plate rivet in. The other features could be particular to the parts on the rest of the mower. All speculation, sure. To figure things out further, I'd take a rock guard & knife & check to see if any of these guesses are plausible.

For repairing sickles, guards, hooking unhooking chains. Most likely used on a binder. A binder is like a swather but it ties (binds) bundles of corn, wheat, oats or other grain in a bundle rather than a windrow.
 
Stan....it's at a shop up the road. Owner passed away in December and family is cleaning up and selling stuff..... I bought a bunch of stuff from them already
