Engine may be an economy and no not worth 15. But I could not tell from picture. Hit miss engines seem to have crashed in price around me and are out of vogue or favor.

3hp type M Mc Cormick.
I’m gonna go out on a limb here and say that there are a plethora of type Ms at Le Seuer today and the sellers don’t think $1,500 is out of line.

I agree with the McCormick type M engine. Could be a 3 hp, hard to judge size from the photo. The other piece looks to be a fanning mill. Aka seed cleaner.
