White 2-88 PTO

Need help with a problem, tractor pto engages and turns slowly but never comes up to speed. any load on shaft causes it to stop. removed pto unit and replaced broken clutch housing. reassembled but still no good. Removed priority and relief valve body, cleaned and checked. Reassembled but still no good. Brakes and steering on tractor good. 200 psi to pto control unit. 1600 psi to remotes. 3 pt. hitch slow but works. Any suggestions? Chuck

Is this the dual PTO? If so, confirm it shifting all the way. I saw this happen one time, in fact I helped the guy remove it, only to notice it had not shifted all the way into 540. Would turn with no load from the oil. He insisted it was the clutch, but it was not.
