I have Wico X that will fire on impulse and will fire if the engine is running at anything above idle. However, when cranking the engine with the starter it will fire on impulse the first time and then very random. If I manage to get it started then it will run fine except at very low idle where it will occasionally miss. Put another "spare" mag on and it will fire all the time and start right up. On the first mag I have new points in it and it makes good spark on impulse. Anyways, what am I missing and where should I look next? My best guess is the coil is going bad?
 
Is the tractor by chance a 6 volt tractor with a 12 volt battery in it?

Sometimes the 12 volt conversions will crank them so fast the impulse couplings will disengage. Have seen starters get "wounded" by run timing sparks making the engine fire backward against teh starter.
