    Black smoke is a sign of too much fuel, not too little. If the problem occurs on "a hill or incline" it could be a float set too high, getting extra fuel when at an angle.

    You did not say if the sleeves were above or below the deck level. As Tony noted, often sleeves are designed to be a few thousanths above the deck level. If yours are above, all is well. If your sleeves are below the deck, you ought to find out why/how before proceding.

    Pull all of the spark plugs and try to turn the engine manually again. Water may have gotten into one or more cylinders and you may have hydraulic locked the piston.

    Automobiles went to electric fans so they could be put in places and at angles that could not be driven by a belt from the crank. There is no HP to be saved; the energy has to come from somewhere. The only benifit would be as Inno said, full speed on the fan when the motor is not at full speed.
