1850 Wide Front Spindle Splined?

The top of the spindle on the front axle where the steering arm attaches MUST be splined, correct? Mine seems to be loose. It seems to sit about 1/2 above the housing. It won't tighten
down. I'm guessing it is misaligned OR in some way not attached correctly.
 
yes, they are splined. Wonder if the splines are bent? Take the nut off and see what's going on.
 
If it seems to be too high remove the spindle from the spindle housing and look for bushing wear or another reason for the spindle to be migrating upward. I have had spindle arms loose on top. Sometimes it can be corrected by adding shims under the nut to push the arm farther down on the spindle.
