450e dozer wont shut off

I have a 450e and it wont shut off from the key or when i shut the switch off to the batteries. Usually i can idle it down and make it struggle to kill it but wouldn’t work this time. Covering the air cleaner wouldn’t work either as it just kept sucking air around the filter. Only way i could shut it off was to turn the fuel off and i pulled the wire off the pump. I assume the solenoid inside the pump is bad? How hard is that to change

Depends on what injection pump it has.

I had a combine that was that way what I did was to give it about 1/2 throttle let it settle then snap it to idle.
