When you are taking apart an engine (trying to keep it clean), its a bit annoying to have paint flakes everywhere.
 
Yes it is a paint to have flakes of anything floating around in a clean job like engines or transmissions. Especially when you want it clean enough to eat off the parts. That is one of the reasons we keep a large rag to lay over the block or top of what ever we are working on so things can't drop in and go unnoticed .

Yes if they are used in the oil patch. It’s called a rig saver. They are air operated. A jimmy in a tractor will not have one unless a guy installs one. Then it’s manually operated.
I’ve never seen a Detroit without an emergency stop. On tractors and whatnot it is cable operated. They all have them, because they are more prone to run away than most other diesels. The main causes for runaway are fuel rack sticking, leaking blower seals, and leaking turbo.
