Hydraulics on a 1955 model 600 ford

I have rebuilt piston style pump and put new flow control valve, relief valve in sump, check valve, back pressure valve and all the springs and ball bearings involved. New o rings everywhere even on piston in liftarm body. Im thinking out loud that the hydraulic fluid is to thin. I even tried a vane type pump. The arms will come up if you apply compressed air to the right place. I read here in this forum that these late model tractors were never designed for thin oil. Somebody mentioned using 40 wt oil. Need some guidance. Ive spent a small fortune up to now. Thanks. Also will ask. If linkage in lift arm cover is not adjusted correctly will this cause my problem
