Hydraulics? What is this for?

I bought a Ford 3400 that has an aftermarket 3 point hitch and below the control valve for the 3 point this is mounted and the hydraulic lines go to the 3 point valve. The guy I bought the tractor from didn't what it was for. Is it some sort of pressure or flow limiter?

Yes, to control flow rate. To speed up or slow down a hydraulic driven motor, such as broadcast spreader or other attachments
