Hi, just picked up a 1976 IH 674 Diesel, europe model according to serial # It's great, question I have is on the lift levers. Sitting in the seat, the outside lever raises and lowers the arms, I have a brush hog on it now. The lever next to it doesn't do anything? From what I've read its supposed to stop the arms at which point you want? to control the height of he brush hog or other implements? any help or suggestions greatly appreciated, or if somethings wrong how to fix.

Inside lever should be raising and lowering, outside lever is the draft control, light all the way up and heavy all the way down

Put the draft control lever all the way up or all the way down, and then move the position control lever and see if that makes a difference. Can't remember which way the draft control lever has to be for the position control to work correctly, but it has to be all the way up or all the way down.

At least try that first...

Not to sound dumb, lol but which one is supposed to be the draft control? Inside or outside lever?

Inside lever is position control. It should raise and lower the hitch no matter where the draft control lever is. The draft control does two things, bepending where you set it in the quadrant, for example, if plowing the draft control will only allow the hitch to lower to a certain depth on where you set the lever no matter how low you set the position control. This means the hitch lowers to the same depth every time after you raise the plow at the end of the field. The draft also senses the load on the torsion bar (third link). If the load gets to heavy it will raise the hitch to ease the load momentarily then go back to the preset position

I don’t think you know what levers do what, that’s the raise response lever, raises fast or slow. The draft and position levers are middle ways between floor board and fuel tank. The raise response and pto levers are at the top right next to fuel tank

I get that, but the outside lever is the only one that raises and lowers the arms. The middle one does absolutely nothing, I’ve tried every combination, such as the outside lever all the way down, the inside lever does nothing, put it all the way back and no lift, if I move the the inside lever all the way back( towards the fuel tank) it raises the arms. Then if I lower the inside lever, nothing happens? So, it seems the outside lever is the only one to raise and lower the arms. Either all the way up or all the way down.

Something is wrong, either Position Control lever is not turning the control shaft properly or there is something wrong with the mechanism inside the 3PT housing. On the link I posted below has some photos of the operation of the Position Control Lever does inside the 3PT housing.
But check the mechanical operation of the Position Control lever on the outside of the 3PT housing first.
I recommend that you download the IH SERVICE MANUAL for INTERNATIONAL 454/474/475/574/674 AND 2400/2500 TRACTORS that I posted the link to and look at Section 10 for Hydraulic System.
Next join the https://www.redpowermagazine.com/forums, post on the Technical IH Talk forum.
There are a few really good IH Techs on this forum that have worked on these series of IH 54/74/84/85/95 tractors and they will be willing to help you.
