Could anyone tell me the power output of an L4 Perkins diesel engine at 1500rpm?

Now that is going to depend on several items, but since the L-4 was also used in the early Cockshutt 560 tractors the power output will be close because on the Cockshutt they were rated at 1650 RPM. I don't know how much trouble you want to go to but is should have a CAV BPE pump. See if you can get the numbers off the pump tag. Then you could compare the setting with that of the Cockshutt. It not stock engine: 50 Horse power.
