Picked Up A Ford 4000 ( Same as a 971) Has A Stuck Exhau

I just picked up a Ford 4000 SOS, 4 cyl that has a stuck #1 exhaust valve. The tractor sat for 25 to 30 years outside. I am going to try to get to run. It
definitely has a stuck exhaust valve. Is there a way I can get it loose with-out pulling the head. I have the rocker-shaft off already.
