How hard is it to get to the safety switch on the hi lo shift lever?

Just take the trans. top cover off - it's right there. Quite a few bolts, and the cover will (should) be well stuck in place, but not a big deal, unless you have the row crop version. Then the whole deck has to come off first.

Could a bad switch run my battery down? The switch definitely is bad, because I have to play with the shift lever to get it to start. The battery is also running down.

Nuetral safety switch can not be the cause of the battery running down.
The only time power is applied to/through it is when you turn the key to start the tractor.

A stuck relay in the voltage regular, or defective ignition or light switch or someone wiring around the switch....
