WC oil pump removal

Does the drive gear up by cam need to be removed in order to remove oil pump? It comes down about 1/8 and can't get it any more.

Nope. Pull harder. Should come right out unless there is damage to that drive gear or the shaft bent.

I decided to double check the relief valve
and realized the spring was broke and
overlapped, I took it out earlier but
overlooked it lol. So then decided to bolt
oil pump back in and realized I didn't
take one of the bolts out lol. After
trying it again with good spring the oil
pressure was better but still only about 3
psi after warmed up at a slower idle so
today in plan on trying a different oil
pump again.

***** Those engines don't have squat for oil pressure. 10 psi is a lot !!!! A numbered gauge makes you worried. Oil filter MUST be cotton string type NOT PAPER !!! Oil filter base MUST have a vertical stem going up into the filter !! Worn out camshaft bearings make for very poor oil pressure. Heavy oil will help like straight 30 or 40 wt.
