On the fender of my 9n is a bracket. obviously a after market or dealer item but Not homemade If I can figure out how to post a pic I will.

I agree, they're normally on the rear, on the left.(quoted from post at 22:24:58 09/21/13) Who can say... BUT... most light brackets end up on the rear part of the fender.... which is where it looks to me... therefore pointing forward..![]()
I would guess it was for a quick disconnect slow moving vehicle sign.(quoted from post at 08:37:52 09/22/13) Wonder what the other bracket is for on the outside of the fender. The picture you posted of th later model ford does look close
