Wheeled JD 567 manual adjust Rake

Good evening I have a question for all that can help. I just purchased this rake from a friend and have tried to rake with my farmall h, the problem is this rake is not making wind rows. How low do I set the wheels so I m not breaking teeth and beating my equipment to peace s?
