9N Motor Races

I am stumped. Motor started racing (way beyond max rpm) while brush hogging. Governor bad, right? Sure enuff, drive shaft in governor broke. Replace governor, same thing! I have disconnected the throttle linkage from the carb, and with MAYBE an 1/8 movement in the throttle lever, motor goes to way past full throttle RPM. Disassembled, carb, cleaned, replaced - no difference. What can cause the engine to over rev with barely a movement in the throttle position w-o the governor attached? Any help would be greatly appreciated.
 
Due to the "Lever Effect," small movement of the throttle produces great movement in the carb linkage - It needs the governor to pull down the RPM's and keep it from over reving.
 
I should have said when I move the arm on the throttle
butterfly by hand (no linkages attached to carb) is races crazy
with minimal movement.
