Ive put in 3qt and that didnt do a thing towards my one way cyl raising the bar on my mower.

About 6 qts. However,3 qts would cause the hydralics to move at least some. You may have other issues

If no joy from filling as Delta indicates, remove the small tin plate behind the Pump casting under the middle of the tractor (the hangy downie thing with Keyholes) up in there is a drive shaft that operates the pump. They can be removed allowing the tractor to operate without hydraulics. it is ~3 inches long and driven by a 1/2" slotted driver into a 1/2" driven slot with a cotter key pinning it in place. If it is there, it should be turning when the tractor is inn neutral and the foot clutch is engaged (foot off the pedal). The hydraulics do not operate with the clutch pushed in.
