John Deere B rockshaft question

I have a 49 b and I was trying to get the lift to work and it will raise but I can't get it to lower,I can stand on the lift arm and it still won't lower.It is full of oil.Thanks for any help!

Try adjusting the throttle valve. This is a slotted screw under the tall 5/8" cap on the REAR of the PT valve body. Remove the cap, loosen the jamb nut and turn the screw IN to increase speed of drop, OUT to slow the rate of drop.

If the throttle valve is out far enough, it just doesn't drop as you describe.

The similar looking assembly on the left side is for adjusting the rate of the slow raise. Out to decrease, in to increase the rate of SLOW raise.
