starting issues on 4020

i have a new to me 70 model 4020 that i picked up today that i traded for not running, i had the starter rebuilt and put a new group 31 battery on it and it will not turn over with the key but you can short the starter and it turns over fine so to the electrical mechanics what am i looking for here, i checked wires and connectors until dark, the starter circuit relay, looks like a solenoid to me, has fire to the bottom post but not the top when turning the key. the alt, oil and air filter light come on when key is turned on so i'm thinking it's something simple, what do you guys think?
 
There's a park safety switch isn't there? The shift lever pushes the pin in when you push it up in park. If that gets out of adjustment, the shift won't push it in and complete the circuit. That's how my 3010 worked anyway.

i will look at this in the morning, i moved the gear shifter around while turning the key but no luck with that so tomorrow hopefully more daylight but a lot colder here in arkansas, thanks for the information

If you take that slanted cowl cover off between the dash and hood, you should be able to get to it. If I remember right, the shift actually hits a small piece of sheet metal and the sheet metal comes in contact with the pin.

The 4020 safety start switch is not in the cowl but down on the right side of the transmission ,and if power shift also in front of the clutch pedal linkage
Mind if I ask about the 3020? We they up where the one on the 3010 was?
 
My 2010 has the safety switch under the dash actuated by the shift handle. My 4020 Powershift is under the feathering pedal. The 4020 gets loose occasionally.

The safety switch on my 71 4020 Powershift is on the right side of the trans case. There is no switch on the inching pedal.

After checking operation of neutral start switch on RH side of trans case then check operation of starter relay located in front of firewall above starter. Be sure starter relay is getting a good ground connection.

I should clarify my statement 3020 with Powershift trans up to serial # 123,000 has neutral start switch on clutch control valve housing while above serial # 123,000 doesn't have that switch. All 8 speed Powershift trans have NS switch on trans control valve housing of trans case.

ok Jim exactly what am i looking for on the neutral safety switch and how to check it and then there is smaller wire that goes from the positive battery post to the starter relay mounted above the starter on the firewall that my JD manual is showing. After i check all of this what else do i need to look for if it doesn't turn with the key?

Remove electrical connecter from NS switch on RH side of trans case then utilizing a piece of wire join both electrical terminals in removed connector together. Now get on tractor & be sure trans is in neutral/park now attempt to start engine. Also have someone check for electrical current or correct operation on starter relay mounted above starter when attempting to engage starter.
 
Update on my 4020, my neutral safety switch had to be wired together because of some naked wires and then I started taking wires apart and cleaning everything and eventually it started turning over with the key so I’m not sure where the problem was but this tractor has been in storage for about 10 years so we replaced the return boots and put new fuel in and filled filters with hand pump but we never could get fuel pumped to the injectors so looks like it’s time to remove the injection pump. Are the reduction starters as good or better than the factory starter?
 
When you were trying to get fuel to the injectors did you crack the high pressure lines at the injector ends, have the throttle open at least half way, and fuel shut off set to run while cranking the engine over with the starter? Just confirming your process.
